How to change permanent address in documents

My father works in govt. of bihar having his permanent add. of fatehpur,UP and i have studied at patna. I have add. of up as permanent add in DL, PAN Card, bank account, college records.Can i change it to patna in a rented accomodation as it would be helpful for cadre allocation in IAS? Do i also need rent agreement?
You will have to apply for the said change in the permanent address in the offices of the concerned authorities. No the rental agreement is generally not required (Except police verification in Passport).
