How to apply for domicile certificate in Orissa.

Sir Im a MBBS GRADUATE. I have completed my educaion from 4th std to MBBS in ANDHRA PRADESH. My parents are from orissa! The have been stying there since 1989.Even i have got my voter id and aadhar card in orissa only. I couldnt apply any of these in AP because i wqasnt having any permanent residence proffsince i was a hosteller since 4th std to the completion of MBBS. Can I apply for domicile certificate of orissa? Is that possible?Will that hold legal? I ve got an option at NEETPG asking me if im elligible for any other state owing to service of my parents...Pls help! My dad was a central govt. employee till 2002 later the company became a private one! pls help! im in need. Thankyou sir!
As far as address and identity proof is concerned, your voter Id card and aadhaar card being procured from odisha would help you establish that factum. Additionally sibce your parents have been in Orissa since long , your residence proof also can be assumably established. There is a fair chance of legally procuring a domicile certificate for the state of Odisha. Thank you
