How can I cancel my domicile and make a new certificate

I am from C.G. , my schooling (10th and 12th board) are done in C.G. state , my birth place is also in the same state. I want to cancellation my C.G. domicile certificate and want to obtain Madhya pradesh domicile certificate, because Madhya Pradesh is my native place and my cast certificate is also made from Madhya Pradesh, therefore I deprived all benefits from the state govt. so my questions are following 1) Is this a legal to cancel out domicile certificate of any state and to obtain new domicile certificate of another state? 2) what is the procedure ofdoing this?
Yes, it is legal to get your domicile certificate cancelled. You will have to make application for surrender to authorities that issued you the domicile certificate in the State of Chattisgarh. Contact the local revenue authority and surrender the domicile certificate. Once the domicile surrender is accepted by the State, then you can apply for domicile of your native place, that is, Madhya Pradesh. In the event it is found that you had 2 domicile certificates you would be in trouble, an affidavit is not going to save your skin. Its an offence if a person obtains Domicile certificate from more than one State/UT.
