How can I cancel an NOC issued for a car

I had brought a car in Gurgaon and had taken a noc to transfer to jammu but in jammu the tax are very high and was asking for 1.25 lac so I am thinking to cancel that noc n keep haryana registration please tell me what to do
As per your query, you can keep the the Haryana registration as you have just taken NOC and not carried out the whole transfer process.
