government not issuing caste certificate due to lack of 1984 record

.. i lives in gwalior mp... .so dear sir n mam the mp government is not issuing me the cast certificate of obc of mp..because they r asking for the 1984 record...as per the government rule..but sir we do not have the 1984 record of mp..so sir i will get the cast certificate of mp or not..
Caste certificate has to be issued provided you dont fall in creamy layer category as described by the Government in circular passed by them from time to time setting criteria. Having said that you need to clearly tell in detail for what purpose they are asking you 1984 records. Do you fall in creamy or non creamy layers. Light on these questions will help us know better about your matter.
