THE BUILDER OF THE APARTMENT ( 9 YEARS OLD) HAS NOT HANDED OVER COMPLETE DOCUMENTS TO THE OWNERS / ASSOCIATION REPRESENTATIVE AND SAYS ALL GIVEN 9 YEARS BACK. HOW TO DEAL?
You can send him a legal notice demanding the handing over the documents within stipulated time. If the builder denies/refuses/ignores the said legal notice, then you can register a complaint in the consumer forum for deficiency in service.
