Changing name in documents once notified in government gazette

My question is for changing name. My ssc and hsc marksheet name is ABC. but i wanted to change my name to ADC. I brought government gazzete changing name to ADC but Clg are not accepting they are saying to change marksheet name too. So it is possible to get new marksheet?
Name over the education certificates will not be changed or replaced. You can use your changed name from date of its change in gazzet. Whenever you are using education certificate s for any purpose you also have to submit/support copy of name change on each moment.
