Sir I am born in .completed my studies as General caste student.we have no property or land in Odisha we are living in servent quarter but rather than that we have land in Bihar.so now I came to know that I am from OBC caste so my question is 1.can I make caste certificate from Odisha? 2.if I make a caste certificate from  ,then can I get the age relaxation for govt jobs as all my qualification certificates are based on general caste

ildren of persons who have migrated after 20-09-1951 to Delhi are also eligible for issuance of SC/ST certificate on production of their fathers’ SC/ST Certificate issued by the competent authority of the State/Union Territory from which they have migrated. However, in such cases, the following procedure is applicable:-

Q. Which papers/documents, do I take with me?

Application form, duly attested by Class-I Gazetted Officer.
Birth Certificate or School Certificate.
Copy of Ration Card or Other Proof of Residence.
Copy of SC/ST certificate of father issued by SDO/Tehsildar of the State. Original to be produced for examination.

All documents should be attested by a Gazetted Officer.

The SC/ST Certificate belonging to the applicant’s father will be examined the time of submission of the form by the applicant’s. In cases where the father’s certificate has over-writing or is illegible or the stamp of the issuing authority is very faint or the certificate is undated, the authenticity of the father’s certificates will be ascertained from issuing authority. Certificate will be issued subsequently.

It may be noted that SC/ST certificate cannot be issued to a person if he is already in possession of such certificate issued by the Competent Authority.

Q. When will I get a response?

In case, the original SC/ST certificate of father of applicant is legible, you should be getting a response within 21 days. In case verification of the certificate is required from the authority who has issued the certificate, you should normally be getting a response within 60 days.




Other Backward Class Certificate

Q. Who is eligible?

In accordance with Notification No.F.28(93)/91-92/SCST /P&S/4385-95 dated 20-01-1995 of Govt. of NCT of Delhi, 53 Castes have been notified as Other Backward Castes (OBCs) for the purpose of reservation of 27% vacancies in Civil posts/Services under the Govt. of NCT of Delhi (including vacancies in Public Sector Undertaking/Local bodies under Govt. of Delhi) to be filled in by direct recruitment for members of these castes. It may be noted that the aforesaid reservation does not apply to persons/sections mentioned in the Schedule drawn on the basis of the schedule attached to the Govt. of India, Ministry of Personnel, P.G. and Pensions (Department of Personnel and Training) Office Memorandum No.36012/22/93-Estt.(SCT) dated 8th September, 1993 (i.e. persons belonging to the ‘creamy layer’). Further, a Commission known as "Commission for Other Backward Classes of the National Capital Territory of Delhi" is constituted in Delhi as a permanent body, to examine and recommend requests for inclusion and complaints of over-inclusion and under-inclusion in the list of Other Backward Classes.
Q. Where do I have to go and during which hours?

To the office of Sub-Divisional Magistrate in whose jurisdiction you reside, during 10.00 a.m. to 1.00 p.m. to collect the form and 2.00 p.m. to 4.00 p.m. to collect the certificates on any working day.

Q. Which papers/documents, do I take with me?

Application form completely filled.
Birth Certificate or School Certificate.
Two Passport Size Photographs (One should be attested by the Gazetted Officer).
Copy of Ration Card as Proof of Residence.
Affidavit showing the caste, income and agricultural land owned by the applicant, if any.
Pay Certificate of the last month, in case of Govt. employees.
Copy of O.B.C. Certificate of father/brother, if any.
A letter from the Registered Society of the Caste, if any.
In case of married woman :-
Affidavit from her father showing his income and caste.
Copy of O.B.C. Certificate of the father/brother, if any.

Approach an expert advocate of High Court of A.P. in Hyderabad for filing a writ petition declaring, directing and giving a caste certificate for you by calling officials and for giving directions to them by High Court.

Yes you can get caste certificate made under the migrant from one state to other. Burden of proof will be on you to prove that you fall under caste list in odhisha state. To ease the problem of issuance of caste certificate to migrants from other state government came up with new circular recently. Producing it below for your reference.

1. In continuation of the DEPT's letter of 36012/22/93- Estt./SCT) dated 15th November, 1993, I am directed to say that it has been represented to this Department that persons belonging to OBCS who have migrated from one State to another for the purpose of employment, education etc. experience great difficulty in obtaining caste certificates from the States from which they have migrated, in order to remove this difficulty it has been decided that the prescribed authority of a State/UT Administration in terms of the DEPT letter aNo.16012/22/93-Estt. (SCT) dated 15th November, 1993 may issue the OBCS certificates to a person who has migrated from another States on the production of a genuine certificate issued to his father by the prescribed authority of the State his father's origin except where the prescribed authority feels that a detailed enquiry is necessary through the state of origin before the issue of the certificate.
2. The certificates will be issued irrespectively of whether the OBC candidate in question is included in the list of OBC pertaining to the State/U.T. to which the person has migrated. The facility does not alter the OBC status of the person in relation to the one at the other State/U.T. The OBC person on migration from the State/U.T. of his origin in another State/U.T. where his caste is not in the OBC list is entitled to the concession/benefits admissible to the OBCS from the state of his origin and Union Government but not from the State where he has migrated."
