Can a child born from first wife claim linguistic minority second wife

I have Kids from my first wife who expired when my kids were 7 years old her mother tongue was Kannada (not a linguistic minority language). My mother tongue is also Kannada Now my kids are 17 years old. I Remarried 2 year back. My second wife mother tongue is Tulu (Minority linguistic language). Can My kids get minority linguistic certificate

You can try it but succeeding 50"50 since our parentage is from father their father decendents so we take our father surname so it is not possible according to law so law has no provision to it but try it.
