Wife refusing to accept talaqnama what action can we take

My brother want talaq but his wife don't want talaq. So my brother send divorce letter with talaq reason and 2 witness sign by post. And sent money order for iddat maintenance. And she refuse to accept it by post and returns back. So now what can we do ? Is this talaq is valid ? or we sent talaqnama second time without our name & address on cover she find our name on cover refuse to accept...
Since muslim marriage is. Contract and it can be broken any time by showing intentions clearly but must be communicated properly .wife can only claim mehr if it is deffered one . Yes maintenance of iddat that is 100days is to b paid. Here she has not validly received the talaq. Refusal or acceptance is not question but receipt of talaqnama that is communication is must. You should try again n get it received by her .

No, talaqnama is not valid as per Muslim woman protection from divorce act,
If your brother want a divorce with his wife then he have to file divorce petition in appropriate court, but at same time your brother's wife can ask maintenance.
