second marriage during subsistence of earlier marriage is illegal . As per Hindu Law any marriage between Hindus is void if on the date of such marriage, either party had a husband or wife living, and same is punishable under Section 494 and 495, IPC. Also, if husband has been having a live in relationship with the lady you can file complaint of adultery against him under which is punishable with imprisonment.
So, his marriage without you giving divorce to him will be illegal, you can also obtain an injunction against him.

Your husband cannot desert to marry some one as per law, without going for divorce procedure, if you are sure that your husband is trying to marry some one, you can Lodge police complaint, get your husband arrested on the ground of committing Bigomy and cheating . You can also file suit for Injunction, restraining your husband from illegal marriage.

If he marries other girl then it will be act of adultery, punishable under the provisions of Indian penal code.
File a domestic violence case against him and get the notice issued.
And later ask the judge to send the matter for mediation. Select good mediator and try to convince him.
