Not coming in court is no criminal offence , you should take resort to the court which has passed the order granting alimony and procure her presence in court by legal means else obtain the exparte order . However you failed to mention why is she needed in court after obtaining the alimony

ALimony is always given after divorce , if u have obtained divorce u need not fear any one u can simply file complain about her for threatning & blackmailing. If divorce not obtained u have to MUST apply for divorce and ask ur lawyer to get the divorce decree done.

Have you filed divorce case? How this alimony was given to her? You can file an application to call your wife in mediation centre if there are provisions in your state. Police complaint would not be helpful.

If you simply wish to talk to her in the presence of a mediator then no need to file false criminal cases against the wife instead you should go to Delhi Police meditation centre where she can be summoned to appear
