Generally, written words hold more power than the oral one and they are easy to prove when there is dispute. Similarly, MOU is helpful when there is a dispute. Even though we reduce the terms in petition it would be convenient and it is acting as the persuasive agent on the party who hesitates and may contest the same on later time.
No such withdrawal terms cannot be included. But such MOU will help the other party to get divorce in case of withdrawal by one party.
