To file dowry case you need to go to police for lodging fir, after seeing all papers and facts, police call them and after all confirmation they will register crime against husband and his family.

I think you better file DV case and maintainance case for momentary relief.
Dowry case just punishes the for his crime in terms of jail and there is no provision of financial relief in dowry case.
DV case has provision as monetary releif, and you can file additional case for alimony.

First decide whether u want to continue living with your husband or not, once decided if yes ask your husband whether he wishes to continue or wants dowry.if he loves you (which is impossible asall men are selfish) he should intervene and stop his parents from harrasing you if he is not caring about you and his daughter then no point in wasting life ,then approach advocate and go for 498A case ,to police station before leaving your matrimonial home file compliant to police station ,if it is individual flat,or house file case under Domestic Violence through protection officer ,and seek order of maintenance and prohibitory order against your husband and in-laws entering in to the house.
