Husband drinks regularly has no fixed income what action can i take?

We have been married since 2004. We have 2 kids one 9 years and one 3 years. It was a love cum arrange marriage. Since last 4-5 years he has been drinking regularly. Whenever he comes home he is drunk. In morning he forgets all the actions done while been drunk. He has no fixed income. What all are my rights and what action can i take against him?
Under the law he is under an obligation to provide for his family.
