How initiate divorce of marriage in court

Hi My sister has been deserted by her Nepali citizen husband ever since the court marriage in India. The wedding ceremony never took place as the grooms side demanded for dowry and a complete breakdown in relationship occurred as a reason. The couple have never lived together. What is the easiest way to get legally seperated. We've tried complaining at local police in India but the groom Family is rich and have bribed the authorities to litigate the matter. Now we're done fighting and want to move on with life.

FIRST I WOULD LIKE TO INFORM YOU THAT YOU MAY FILE A COMPLAINT PETITION BEFORE CIVIL COURT IF YOUR COMPLAINT IS NOT BEING ENTERTAIN BY THE POLICE.
NOW THE EASIEST WAY TO GET THE DIVORCE IS TO FILE DIVORCE CAN BE MUTUAL DIVORCE APPLICATION AFTER 1 YEAR FROM THE DATE OF MARRIAGE THEN DIVORCE PROCESS MAY COME TO END WITH IN EIGHT YEARS.
OTHER OPTIONS ARE YOU MAY FILE DIVORCE APPLICATION ON THE GROUND OF CRUELTY AND DESERTION.

As per your query I would like to inform you that You have right to file Divorce case in India under Section 13 (1) and (2) of Hindu Marriage Act and also you have right to nullify your marriage under section 5 of Hindu Marriage Act. The cause of Action happened in India so you have right to file case in India for separation of marriage from your husband. You have also other option for dissolving this marriage. Your sister may institute a suit for Decree of Divorce in the family court in whose jurisdiction her marriage had been registered. And the suit may be instituted on the grounds of desertion and cruelty, if the period of desertion has exceeded two years.
