How can i get Divorce Decree

My brother is govt employee.he gave talaq to his wife after 498a in 2013.she took permanent alimony & the case was quashed.she is now married to someone else.My brothers dept is aksing for deCree of dissolution to clear her name from his records.how can he get it.

It is not clear from your query that what kind of talaq your brother has obtained.
Still if we assume any kind of talaq under mohammadan law in the eyes of law there should be proceedings under civil code. Therefore your brother needs to file a petition under civil law for decree of divorce.

Has he taken divorce from his wife in the court? if not then he needs to file divorce petition and submit all the necessary documents of her marriage and permanent alimony documents. Do they have children in first marriage?

You gave not mentioned your religion. Incase you are divorce by pronouncing talaq then you need to file declaration to that effect in family court . In case the matter is from Bombay in other places you need to go to SD
