You need to report the matter to women cell and to NRI Cell of your area. Only then FIR shall be registered and action shall be taken against them. They shall be declared Proclaimed Offenders/persons and their property shall become liable under the CrPC.
You need to prove valid marriage, torture after marriage within 7 years of marriage for dowry or otherwise as your case is, and you need to provide their complete details, Foreign address if available, date of leaving India and expected date of arrival if available.

Ma'am the FIR which you have lodged due to that they will have to be arrested and they evade arrest by any chance then they will be declared as Proclaimed Offenders. Yes there are various remedies available to you in this situation.

Mam, you need to get FIR registered against them. If FIR woulf b registered definitely they would not be arrested as they are out of countary. Then police would eventually declared them as proclaimed offender. Once it is done you can get their property attached through court or they may approach any court to avail theit legal remedies. Rest plz call as details are required.

You have right to lodge FIR on account of your allegations in your local limits police station, firstly do that, the rest will follow..
During investigations, your in laws family may be summoned or appropriate proceedings for declaring them PO or attachment of their property may be initiated.. In special circumstances, they may also be extradited to India, if they resided any Country with which India is in extradited treaty & Canada is of them, but I think UK is not.
May you get Justice soon.
