Can marriage get annulled if not consummated

My boyfriend's marriage has not been consummated. He got married under family pressure in december 2015. His wife's upper part of the body is burned and has schizophrenic traits. He has talked about divorce but his wife is not ready. Can he file for annulment? The girl is not physically and mentally fit.
Yes,he can file a suit for Annulment of Marriage within one year in district court or family court being marriage was not consummated under u/sec.25 of the Special Marriage Act or u/sec.12 of the Hindu Marriage Act as the case may be.
