Brother of son in law mentally harassing my daughter. What action?

My daughter has been married for 17 years now. My son in law has 4 brothers. One of the brother stays in an apartment exactly above in which my son in law and daughter reside. The brother above make constant disturbances and mentally harass my daughter. What action can she take against him?
You have not disclosed the position of her husband. What action he takes against his brother. If he is neutral then ur daughter can initiate all actions against him as she could do against anybody else
