Once FIR registered only high court  has the power to quash. If complainant at any time before a final order is passed is permitted by a Magistrate to withdraw the complaint  the magistrate shall acquit the accused against whom the complaint is so withdrawn. supreme court held that the power of quashing criminal proceedings must be exercised very sparingly where the complaint itself does not  disclose any offence.

Wherever a Final Report is placed before to a Magistrate,  Magistrate may either  accept the Report and take cognizance of offence and issue process, or  may disagree with the report and drop the proceeding or to take cognizance on the basis of report submitted by the Investigation Officer, or  may direct further investigation or  may treat the Protest Complaint as a complaint.  everything  depends on the investigating office report.
