Can complaint in cyber branch be made for not telling product name

I want to know that if someone has given you product details but had not told product name which they are delivering so shall anyone can make complaint in cyber branch for this ??
It will fall under the purview of consumer Forum if the product is not according to the quality which was promised.cyber crime will come in to play when the product u had ordered on the website is a fake one and they have charged u for the product which has not been delivered to u at all
