Is Home delivery of Beer / Wine allowed within Delhi ?

I tried reading the Excise Act and Excise Rules of Delhi but could not find anything allowing or not allowing it directly. 1. Can a licensed Liquor vendor/shop/store provide Home Delivery of Beer and Wine within Delhi ? Point to note is that I am speaking about Beer sold by a Vendor in Delhi and also delivered to the customer in Delhi and nothing inter-state 2. Can someone on behalf of someone else purchase Liquor and deliver it to them ? 3. In case #1 (delivery) is allowed, can the licensed wine shop/store hire a 3rd party delivery service to make the delivery instead of its own employee?

Delivery of alcohol is not illegal however to SELL alcohol  licensing is required from the state govt.

Many licensed alcohol shops in Delhi take delivery orders.

Online or delivery otherwise are illegal without getting a wine or liquor shop license / permit.

Bars, pubs, hotels etc can not deliver liquor to anyone other than the specifies area of sale in their permit / license.

In many states the state govt auctions the liquor license of a city / town and allots all the shops for the purpose to the contractor, this is annual.

New Delhi supply of liquor was controlled by DTTDC and DSIDC till 2000 or so. Later pvt alcohol shops were started.

It depends state to state but bottom line is license is required to sell, after that delivery is  not illegal as long as it remains within the specified excise depts specifications.
