Agreement for super stockist under C form

Is Agreement required for deal under C form from manufacturer to super stockist (other state)?
If he is not proving c form u will have to bear the taxes if he provides it is good enough for u so agreement is and added advantage to bind him under obligation. Agreement may me in form of MOU too kindly revert back for help and formation
