Woman threatening to file false rape case what can be done

one of my brother is staying at noida since 2007, being harssaed and sexually assaulted by the land lady and she is threatening him to file a rape case against him. suggest me what should i do. the landlady is married and had 4 children, has been taking money from my brother for so many years.
You can write an application to the police officials . to sho of the area and to sp of district and if again she does the day threatening act you can file an fir against her .and you can also file a criminal case against her .
