Dear Sir ,

If somebody is harassing you he is an offender if the law irrespective of the position he is holding , you can give a written complaint in your concerned police station or you can file a complaint in the DCP office and visit him personally and even if it doesn't help you can file an application to the magistrate and he will take cognizance ,

Please feel free for any clarification.

You can always file a complaint letter with the concerned police station and mark a copy to the DCP of the concerned district as well as the Commissioner of Police. If that doesn't work out, a recourse is also available by filing a writ petition before the High Court

Please give the full details of the case. Nobody enjoys a licence be it a police man or otherwise to threaten or bully people because it amounts to criminal offence. You may take advice of a good lawyer and file a complaint with the higher officials of police you may also file a complaint case in the court of law.
