Anticipatory bail will be applied when there is apprehension if arrest by the police in an fir registered against you.there is not any prescribed for grant of anticipatory bail however supreme court has directed to dispose off the bail matter with in six days.secondly if your bail got rejected before high court you have to surrender before court in case of arrest or take regular bail ,permission to go abroad is a separate thing you have to take permission fir that

Well it depends upon under which section FIR has been registered. Regarding traveling well as soon the bail get rejected than the IO of the case will be under pressure to arrest the accused so u can travel if u don't get caught but morally u should not as opp party will mention this to court that u have or trying to go out, which will again weeken the chance of AB and court will ask u to surrender.
