What legal actions can be taken against fraud Company?

Dear Sir/Madam, Me and group of 10 other people were cheated by a Job consultancy in an illegal job racketing, we have filed a complaint against the concerned person with trichy crime branch police and they have provided a CSR copy as well for the complaint, but they have neither taken any action against the person nor enquired the concerned party. They have provided CSR copy but didn't file an FIR against the concerned party, its been 8 months no proper response from the police, we would like to approach the case by court, what should be our next step in this situation.

You have obtained CSR against your compliant and by enclosing the CSR give written representation with District SP and get acknowledgment for that, even after that you did not get fruitful result then approach Magistrate court U/s.156(3) Cr.PC to get direction to register FIR.
