Dear client,I can understand the feelings of the relatives and also the accuse but as section 420 is broad and the grounds on which he is to be convicted are not mentioned by you. If the case history and charges put know ,we can help . otherwise not possible.
If the bail was rejected before filing of charge sheet then you may again move a second bail application citing fresh grounds based upon the merits of the case as per charge sheet. Filing of charge sheet is a change in the circumstance to file fresh bail application. As you said if there is no material as such in charge sheet then you should easily get bail now.
if charge sheet have been filed you should file application of bail in the said matter or if charge sheet is not filed you can filed bail application before High Court.
on the said circumstances you can file bail petition or contact a lawyer
