what is case status when the FIR is closed?

Iam from Andhra Pradesh.A false case is filled on 14.06.2015 u/s 354(D),506,65-IT act.chargesheet is not filled.Recently when I took FIR copy through court it is written on the FIR copy "FIR is closed as per High Court circular ROC No.274/SO/90 dt 7-4-96" signed by Junior First Class Magistrate.Iam not able to collect the circular mentioned above.1.How we can know what are the steps taken in the case and how FIR is closed.? 2.How we can quash the FIR.? 3.Is there any chance for the petitioner to ask for further investigation.?
First let me know how you are related to the present case. If you want to know on what basis the FIR is closed, make a representation to the concern SHO, requesting him to furnish the details on which FIR is closed.
