It means that accused XYZ is an accused in a criminal case.
someone stood surety for him for securing his bail.
XYZ failed to appear before the Hon'ble Court.
Court has issued bailable warrants.
Notice U/s 446 CrPC has been issued to the person who has given his surety in order to procure the presence of XYZ, because at the time of giving bail, he undertook that he is having control over XYZ and in case he does not appear, then he (surety) will produce him before court.
Secondly, bailable warrants issued against the accused XYZ, in case he fails to come to court, then the amount of Rs. 10,000/- shall be confiscated.

Bailable warrants means if you appear before the court on the mentioned date, the court will recall his order and cancel the warrants and will not take you in custody . In case you do not appear on the date, thee bailable warrants will converted in to non-bailable and in that case you may be arrested by the police or the court will take you in to legal custody .
You just have to appear before the court on mentioned date and move an application for cancellation of bailable warrants

Hi, it means that the warrant has been ordered to be issued and when the warrant is executed, the accused will not be arrested and released on bail. The condition like surety etc are already given in the order. this is done to compel the accused to appear in court on next date of hearing.

A bailable warrant is an order of the Court that states the arrestee may be released if he executes a bond with enough sureties to appear before the Court. The bailable warrant will also state the number and amount of sureties as well as the duration of the bond.
