Unregistered finance company did fraud now false cases registered

Mother used to run small kitty from home (with around 80-100 members) starting from 400/- per month and used to provide small cards having monthly entries with no name or any terms & conditions and used to invest that money in auction chit with a couple namely goyals which they duped in the end and fooled her. Now the small investors have filed 420/406 case against mother(she's in judicial custody right now) since they have evidences in the form of small cards but we can't Complaint against goyals as we don't have any evidences. Moreover, goyals have 4 Blank cheques issued by mother taken in blind faith in the starting of chit fund. They threaten to file cases in the court. Goyals run unregistred finance business have looted almost 8 women before her and have good politically presence & having properties worth 30 crores. Right now we are on weaker side and want to take some strong action, please advice! Also, please advice on what ground can we take bail ?
Do you have any evidence or material to prove that your mother used to invest the money with Goyals as you have mentioned. Because that will only help to prove that your mother has जीत duped the people who were giving her money every month. The entire matter has to be discussed in detail with all the available material.
