Senior citizen being harassed by women police taking no action

There a neighbour of ours who is a senior citizen who is harassed by a women. The senior citizen has also raised a complaint to the police but the police is also not taking any action. What action can he take against her?

if the police is not taking cognizance of your complaint then you may complaint to the higher authority still if it doesn't work then you may issue a legal notice and may file a private criminal case before the concerned courts of law.
