Police took friend for investigation been 1 month still under custody

My friend got arrested in chenni,in one of the matter, court had send letter to one the police station in mumbai for further investigation, to get my friend free I need po report from Mumbai polistaion but after contacting po several time ,he is just giving excuse that he is busy ,once investigation is complete,my friend will be Free, but more than a month past,he had not come for investigation, so what I need to next set my friend free
