Police not arresting the accused what action can take

I have filed a cheating case. FIR filed through court. It has been 5 months now. The accused is roaming free. After complaining to the Deputy commissioner told the concerned police station to arrest the accused but the investigation officer had made no arrest till date and is doing nothing. What action can we take to make the other person arrested?
In which police station has this case been registered? Pls get in touch over phone and give me the details.
