Person withdrew money from my account without my signature.

In 2010 in Mumbai i opened an account in IDBI bank of proprietorship firm. The bank gave me a cheque book. The bank issued another cheque book to another person without any signature of mine. The other person took 21 lacs from my account without any signature of mine on the cheque. What action can i take against the bank and that person?

It is clear cut case of forgery. What are u doing till today ? No action taken till today? The amount is not small . Didn't u update ur pass book till today ? Its too late. The same questions will be asked by any authority. How did you come to know that other person has taken another cheque book ? Needs explanation
