Person stole ATM card and withdrew amount police not registering FIR

A person stole our ATM card and withdrew amount from our card around 70 thousand. After asking the bank the bank told us that the amount was withdrawn from Neemrana. We are located in punjab and the police is not wiling to register our FIR. What action can we take?
You can write a complaint alongwith documents to the higher official of police ,., like commissioner ,., he forward your complaint after register it in his office diary from his office to subordinate for further proceedings,.,.
