Do you have any proofs to show that the person took the money intended for expenditure towards marriage and for offering your sister a job? Did you pay the money in cash or transferred to his account? Do you have any agreement(s) between you and the person and between your sister and the person regarding the transaction(s)? If not, you cannot recover the amount legally but can take help of outsiders to recover the amount. Nevertheless, you can also file a police complaint and ask the police to help you. However, if you have proofs of the transaction(s), you can try get back the money by sending a demand notice to the person asking him to pay the money. If he does not pay, file a money recovery suit in civil court and also file a police complaint under offence of cheating and criminal breach of trust and register an FIR. All the best!

Hi
You have to file a cheating case under section 420 of Cr.P.C against the person and his parents(if alive) in the nearest women's cell of police station.
However in your case it looks like the person is a habitual / serial offender and hence it is recommended that you meet the Superintendent of Police and explain the situation to him along with engagement photographs, proof of handing over of monies etc.
SP may form a special team to nab the accused and bring him to books.

Initiate the legal process and send a legal notice to him demanding to repay the money or face the consequences within stipulated time if not, file a cheating case in your local PS. You can do both simultaneously as well. Try to collects all the evidence to produce before police which will make their job easy to investigate. Good Luck
