Neighbors causing trouble what action can i take

Hello, This is Ajay Yadav from dehradun, I want advice from you what should i do to next??. This is complain regarding to my neighbor who is harassing my family by using abusive lanuguage, whenever my family roam ouside my home.The main point I want to tell you that, I had evidence against his family member Inserted "Egg pulp", Shocks and many dirty clothes in adjacent wall gap,I already complained in police and they always send chetak to solve the problem,they(chetak) already said to my neighbor "please remove these egg pulp and dirty clothes". In front Chetak they said that we will remove this,but after that they don't remove these thing and they always make laugh of it.That they can't do anything I have many proof against my neighbor. I have many evidence "In that video his wife is seen and inserting egg pulp and shocks in my wall". Please help me! Thank you
