Hi,
It is a very tricky situation as you are neither a family member nor a relative. Your Interest in such situation is merely out of humanness and you can file a complaint . You should have a concrete basis and proof before making such allegations against husband. As shown from your query police is also corrupted you should be very cautious before doing such heroic act and should approach right authorities with proper and solid proofs. Else its a futile exercise and you might put yourself in danger. If you think reason behind suicide was some form of cruelty by husband than Under Indian Penal Code Sections which deal with same are . Section 306 which states If any person commits suicide, whoever abets the commission of such suicide, shall be punished with imprisonment of either description for a term which may extend to ten years, and shall also be liable to fine. Further Section 498-A deals with Cruelty.
Having said that, you should keep in mind that complaint must have some proof behind it . Further or bribing police you can also make separate complaint again with proof.
