It is very unfortunate that at this age you have faced so much torture and mental agony. Whatever I have gathered from the end of the query raised from your end that the matter related to criminal offence and the same may be treated accordingly. It is better you seek advise of criminal practitioner of your area where you reside and I presume that you may also take the help of Legal cell of High Court also in the matter.

It is indeed a horrible story in your life, My dear. But don't worry. If no one of your family will came forward, then please knock at the door of Law Cell.
Go to the nearest Women Cell of your Town Police Station and stated entire story to the O/C there. if you do not get any sort of relief, then go to the Superintendent of Police of your District and with Crime Branch of your District and stated everything which you know about your father's story. I think they will help you. After that, we will see the matter.

You have not mentioned your age if you have proper age then you must take shelter of court lodging fresh complain against your father or adding petition before magistrate in police case pending regarding death of your mom and sister praying to grant order of proper investigation and you make yourself bold and you have to provide evidences

HI. Police has not started any case or firm against ur father? What is the stage of that case? You must contact with the Investigating Officer in that case for the witness at the stage of evidence. If you want to convict ur father you should contact with public prosecutor in connection with this case.
