My financial partner is harassing me

X (with her male partners) became financial partner of my friend Y in a project but she did breach of contract+breach of trust+false representation+fraud. She didn’t pay many workers which was her obligations against which Y would pay her whatever amount the company would give even for failed project. Initially she had agreed to pay but after making excuses for 11 months she refused 2 pay workers. Y said then he will pay when he will get from Company. But X wants to grab the workers payment anyhow. So she complained in several police stations+trade association but she was wrong so she didn’t get help. Then she made her partner to abuse+threaten Y so Y lodged FIR. Then with an NGO’s help, they trapped Y in the name of resolving the issue and captivated him+ snatched his mobile+forced to give cheque but God saved Y becoz he didn’t posses cheque at that time...She always threatens to implicate Y just because she was a woman. Anyone guide/Help?
