Loan given to friend in Saudi,eloped to India and now not returning

I am (Non Indian), living and working as Teacher in Saudi Arabia for the last Thirty years. One Indian citizen namely Muhammad Mujahid, resident of Kareem Nagar, had been working in Dammam in Saudi Arabia in a company. He was also a distributor of Messer’s DXN here. In December 2014, he took SR.5000/- from me as loan for one month only. He posed that he was suffering from domestic issues and sever financial crises. On 30th December, 2014, I got transferred the said money in his NCB Account through Quick Pay. he kept on delaying the payment for few months and suddenly, without any information, he managed to escape to India.
You have to first lodge an FIR there in Saudi against that person under Saudi law because the cause of action arises in Saudi. The offence which he has committed comes under the purview of Cheating and Criminal Breach of Trust. The Saudi officials will take steps to inform the Indian officials about that rough guy. Do you have some kind of written document / agrrement/ bank transaction etc , To proof of loan given by you, and if yes then you can filled case through legal representative / power of attorney holder . First you should sent him legal notice.
