Legal action for commission of fraud

A central government officer (scientific secretary)has verbally ordered his under officer to prepare a false transfer order and transferred an young engineer from Karnataka to Gujarat.in Gujarat there was no such vacancies related to the engineers qualifications.without the knowledge of fraud in his transfer the engineer resigned.the fraud is revealed through RTI after few months.what criminal action can be taken on scientific secretary?
You can register an FIR in the nearest police station under section 420 of IPC. you can also file a complaint in the court of your Jurisdiction under Section 200 or CrPC. You can also write a complaint to the senior Superintendent of Police stating your concerns and the fraud which is done with you. Criminal Procedure Code has many provisions in the situation when police are not registering the FIR.
