Legal action against an agent for cheating

An agent take my passport and rupees since last eight months he says in this week I will send u abroad but he did not do this till now he also wants not to return my passport and rupees so I wants to complaint him .Where I have to complaint against him to the police or somewhere else for quick action?

Go and file a complaint against him to police. And if police is not registering ur complaint then personally meet to the high rank officers of police .
