Legal action against a man for harassing

There is a man who is into narcotics supply and he is my enemy and he is interfering with me in all possible ways. i have approached 7 police stations and the narco cell but he bribes every one so that no action is taken against him.What can be the legal action against this?
In this case you can approach to the senior Superintendent of police or further you can file a complaint in the court under section 200 of IPC . if you are recieving any threats from him then also you can mention the same in your complaint.
