Is it also a crime of mentally harrasing a person, some how. for example forcefully keeping any of his item.
Yes, forcefully keeping a persons item with the purpose of harassing the said person can amount to the mental harassment, provided the person so contesting for mental harassment is able to prove the mens rea of a person i.e., the intent of the person to mentally harass the other.
