Is it legal to install Spy cam or CCTV targeting other persons house ?

Is it legally applicable/appropriate to install spy cam/cctv/secret cam in front of another's home/flat/room without a proper knowledge being informed to the targeted one? And In case of yes/no, please explain.
Installing a camera in front of someone's home definitely is an invasion of privacy. The right to privacy is implicit in "the right to life and liberty" guaranteed to the citizens of the country by Article 21. It is a ‘right to be left alone.’ A citizen has a right to safeguard the privacy of his own, his family, marriage, procreation, motherhood, child-bearing and education among other matters.
