Hi, That depends upon the forum you call he/she as cheat. But generally, Only court of law has right to declare a person as cheat. Based on your assumption, you can not call a person as cheat on any social media. If you have evidence that he/she cheated you then you may file cheating complaint against the person along with official approval from the forum founders. I would like to understand the amount of money involved in this issue. you may discuss with me on this.

If you are having documentary evidence for cheating you, not only you can call him a cheat publicly, but you can also file a cheating case against him.
You can either give a police complaint , or if you have apprehension that the police may not act fairly you can file a private criminal case against him/her.

Generally, defamation is a false and unprivileged statement of fact that is harmful to someone's reputation, and published "with fault,"...he/she did like that you can file the case defamation... Or cheated you and have all evidence.. Give the complaint in police station..further details contact us thank you
