I'm a history sheeter am I eligible for passport application

History sheet is opened from last thirty years, from past twenty years there is no complaints has been issued under my name, do Iam eligible for passport application. As I have applied before my police verification is not positive because of opened history sheet.

Can rowdy sheet be removed?
